THE APPLICATION OF ADVANCED INFORMATION SYSTEM TECHNOLOGY TO CORRECTIONAL MANAGEMENT EXPLAINING THE USE OF AN OFFENDER DATA SYSTEM.
Abstract
THE OFFENDER DATA FILE (ODF) IN VOLUME THREE OF A SIX PART SERIES IS THE MAJOR COMPONENT OF THE OFFENDER CONTROL AND REINTEGRATION SUBSYSTEM (OCRS) DATA BASE DESIGNED TO PROVIDE COMPACT, READILY ACCESSIBLE, OFFENDER INFORMATION WITH APPROPRIATE DATA MANAGEMENT COMPUTER PROGRAMS. IT CAN BE COMBINED INTO A WIDE VARIETY OF MANAGEMENT INFORMATION TO FACILITATE PLANNING, CONTROL ACHIEVEMENT ASSESSMENT, AND EFFECTIVENESS EVALUATION. IT WILL ALSO SERVE AS THE BASIC DATA RESOURCE FOR MAKING CASE DECISIONS. EIGHT ATTACHMENTS PRESENT COMPLETE LISTS OF SPECIFIC DATA ELEMENT VALUE CODING SCHEMES. ONE OF THE ATTACHMENTS SUMMARIZES THE RESULTS OF A RESEARCH STUDY CONDUCTED WITH THE CALIFORNIA DEPARTMENT OF CORRECTIONS AND THE CALIFORNIA YOUTH AUTHORITY ON THE NUMBER OF ODF DATA ENTRIES NECESSARY FOR EACH OFFENDER RECORD. BY ADOPTING THE METHODOLOGY EMPLOYED IN THIS STUDY, POTENTIAL SYSTEM USERS CAN DEVELOP SIMILAR STUDIES FOR ESTIMATING OFFENDER FILE VOLUMES AND DATA STORAGE REQUIREMENTS.
