The 1992 annual report of Hong Kong's Correctional Services Department (CSD) indicates that penal institution overcrowding continued due to an increase in the number of high-risk offenders sentenced to longer imprisonment terms and that the detention of Vietnamese migrants increased.
Abstract
To alleviate pressure on existing prison facilities and manpower, strategic plans were developed in 1992 to provide additional prison accommodations by converting Vietnamese migrant detention centers into penal institutions and by upgrading and expanding existing prison facilities to strengthen security and improve living conditions for prisoners. The CSD completed a manpower review of the management structure of different institutions in order to enhance staff deployment. A review of rehabilitation service policies and programs was also conducted to assess the adequacy and effectiveness of existing services and to identify areas for improvement. In addition, CSD activities in 1992 focused on aftercare, personnel training, management services, and correctional industries.
