Abstract
THE NEED FOR GENERAL LAW ENFORCEMENT PLANNING CAUSED BY THE OVERLAP IN MODERN LAW ENFORCEMENT SERVICES IS EMPHASIZED IN THE INTRODUCTION TO THIS REPORT. NEEDS OF STATE AND LOCAL CORRECTIONAL SERVICES PLANNING, INCLUDE CHOOSING PRIORITIES FOR IMPROVEMENT, PLANNING BASED ON ANALYSIS OF EXISTING SYSTEMS, AND ADOPTING STRATEGIES. PLAN DEVELOPMENT AND ACTION PRIORITIES ARE ALSO DISCUSSED. IN THIS AREA, THE AUTHORS STRESS THE NEED FOR A PRECISE DEFINITION OF OBJECTIVES AND FOR A BROAD STATISTICAL DATA BASE FOR DISCOVERY AND ANALYSIS OF PROBLEMS. A CHECKLIST ON THE NATURE OF POSSIBLE IMPROVEMENTS IS PROVIDED FOR EACH STAGE IN THE CORRECTIONAL PROCESS. CORRECTIONAL STANDARDS WHICH WERE DRAFTED BY A SPECIAL TASK FORCE APPOINTED BY THE PRESIDENT'S COMMISSION ON LAW ENFORCEMENT ARE INCLUDED AS A GUIDE FOR PERSONNEL SELECTION, STATUTORY REFORM, AND ORGANIZATIONAL CHANGES.
