This "Fact Sheet" profiles the training and program requirements for the COPS (Community Oriented Policing Services) in Schools (CIS) Program, which is funded under the Federal Office of Community Oriented Policing Services.
Abstract
Through the CIS Program, almost $715 million has been awarded to more than 2,900 law enforcement agencies to fund over 6,300 school resource officers (SRO's). Through SRO's working in partnership with school administrators, community policing strategies are being implemented to prevent school violence and present educational programs designed to improve student and school safety. SRO's serve in a variety of roles, including law enforcement officer, law-related educator, problem-solver, and community liaison. Recipients of CIS grants are required to send specified individuals to one 3-day CIS training workshop. Grantees must send each of the CIS SRO's and one designated school official from the specific schools or school districts into which the SRO's will be deployed. The current training program will be enhanced in fiscal year 2004 to include topics on terrorism prevention, emergency response, and the role schools can play in community preparedness. The CIS grant program provides a maximum Federal contribution of up to $125,000 per officer position over the 3-year grant period, with any remaining costs to be paid with local funds. The CIS funding is for payment of entry-level salaries and benefits of newly hired, additional SRO's who will work in and around primary and secondary schools. CIS funds may also be used to pay for entry-level salaries and benefits of newly hired, additional officers who will backfill the positions of locally funded veteran officers deployed as an SRO. For fiscal year 2004, approximately $60 million is available for CIS funding. This "Fact Sheet" provides information on the logistics of applying for a CIS grant.
