This "Toolkit" is designed to be a practical guide in forming, developing, diagnosing, and sustaining effective law enforcement-community partnerships to support the advancement of community policing.
Abstract
The materials can assist law enforcement personnel in working with citizen groups, community-based organizations, school personnel, youth, government officials, and others in achieving the goals and objectives of community policing. The Toolkit identifies nine components of an effective collaboration and outlines the action steps required. The nine components are stakeholders with a vested interest in the issue to be addressed; trust among and between the partners; a shared vision and common goals; expertise among partners in solving community problems; teamwork strategies; open communication; motivated partners; sufficient means to implement and sustain the collaborative efforts; and an action plan. For each of these components, the Toolkit describes "the vision," action steps to success, how to avoid the pitfalls, and tools for use in implementing the component. The Toolkit also contains a "COPS Fact Sheet" that describes the development and implementation of a successful collaboration in Danvers, Massachusetts, designed to counter youth disorder.
