THE EXPERIMENTATION WITH, AND IMPLEMENTATION OF A ROCHESTER, NEW YORK, TEAM POLICING PROGRAM IS DESCRIBED IN WHICH PATROL AND INVESTIGATIVE UNITS WORK TOGETHER UNDER THE DIRECTION OF A SINGLE COMMANDER.
Abstract
CLEAR DELEGATION OF RESPONSIBILITY AND IMPROVED COMMUNICATION ARE SAID TO PROVIDE FOR MAXIMUM COORDINATION OF EFFORT. AFTER TWO YEARS OF EXPERIMENTATION WITH THE PROGRAM ON A LIMITED BASIS, AN INDEPENDENT AUDIT OF CRIME CLEARANCE STATISTICS BY THE URBAN INSTITUTE INDICATED THAT THE SYSTEM WAS, IN FACT, MORE EFFECTIVE THAN THE PREVIOUS CENTRALIZED SYSTEM, AND THE TEAM PROGRAM WAS INSTITUTED CITY-WIDE.
