EFFORTS TO COMBAT ORGANIZED CRIME ARE IMPEDED BY PUBLIC DISTRUST AND BY FRAGMENTATION WITHIN THE CRIMINAL JUSTICE SYSTEM, ACCORDING TO NEW YORK'S POLICE COMMISSIONER.
Abstract
THE RESPONSE OF HIS DEPARTMENT TO THESE PROBLEMS INCLUDES THE REORGANIZATION OF THE DEPARTMENT'S INTELLIGENCEGATHERING FUNCTION, THE IMPLEMENTATION OF ANTICRIME PATROLS, THE NEIGHBORHOOD POLICE TEAM CONCEPT, THE OPERATIONAL PLANNING SYSTEM, AND THE DECENTRALIZATION OF POLICE MANAGEMENT. THE NEED TO DEVELOP IMMEDIATE AND STRONG COOPERATIVE RELATIONSHIPS WITH OTHER CRIMINAL JUSTICE AGENCIES IS STRESSED. AUTHOR ABSTRACT MODIFIED.
