This report presents the experiences of several States in converting other types of facilities into prisons.
Abstract
Brief case studies of the conversion of such facilities as mental hospitals, schools, and military bases into prisons are presented for 6 States and the District of Columbia. These include Maine (the Charleston correctional facility), Michigan (Kinross correctional facility and Michigan Dunes correctional facility), Minnesota (Federal prison camp), New York (minimum-security prison), Ohio (Lima correctional facility), Oregon (Eastern Oregon Correctional Institution), and the District of Columbia (medium-security prison). The report lists States, along with contact persons, that have recently completed or are presently involved in a facility conversion project. The studies indicate it is least difficult administratively to convert public facilities already belonging to a branch of the State government. An issue the States must address when undertaking facility conversion projects is the public's response to the prison's location on the proposed site.
