THE AUTHOR BELIEVES THAT, IN ORDER TO BE EFFECTIVE, POLICE REFORM MUST BE SYSTEMIC AND STRUCTURAL, WITH A SHIFT OF THE BASES OF AUTHORITY AND DECISION-MAKING POWERS.
Abstract
CONCENTRATION HAS BEEN ON REFORMING THE POLICE WITHIN THE EXISTING STRUCTURAL FRAMEWORK. EFFORTS AT MINORITY RECRUITMENT, PSYCHOLOGICAL SCREENING, COMMUNITY RELATIONS UNITS, AND POLICE REVIEW BOARDS HAVE BEEN LARGELY COSMETIC AND INEFFECTIVE. COMMUNITY CONTROL, WITH ITS CONCOMITANT SHIFT IN EMPHASIS FROM SERVING THE WILL OF THE STATE TO SERVING THE NEEDS OF THE COMMUNITY, IS SUGGESTED AS THE ONLY MEANS OF INTEGRATING THE POLICE INTO THE SOCIETY THEY ARE CHARGED WITH PROTECTING.
