Abstract
ATTACKED IS THE RAND REPORT DESCRIPTION OF THE 'TYPICAL' PRIVATE GUARD AS AN 'AGING WHITE MALE, POORLY EDUCATED, USUALLY UNTRAINED, AND VERY POORLY PAID.' THE AUTHOR DETAILS SPECIFIC WAYS OF INCREASING THE EFFECTIVENESS OF THE SECURITY GUARD INDUSTRY. TOPICS DISCUSSED INCLUDE PAY RATES AND FRINGE BENEFITS, TRAINING AND REINFORCEMENT OF TRAINING, SELECTION OF NEW HIRES, AND CONTROLS. IT IS SUGGESTED THAT CLIENTS OR END USERS ASSUME MORE 'QUALITY CONTROL' RESPONSIBILITY IN ALL THESE AREAS TO ASSURE AND UPGRADE THE EFFECTIVENESS AND QUALITY OF ITS PRIVATE SECURITY FORCE.
