This document presents the United Nations Office on Drugs and Crime's (UNODC's) consolidated budget for the biennium 2008-2009 for the Office to the Commission on Narcotic Drugs and the Commission on Crime Prevention and Criminal Justice.
Abstract
The budget reflects UNODC's strategy for 2008-2011. The strategy addresses three themes: the rule of law; policy and trend analysis; and prevention, treatment and reintegration, and alternative development. Activities and allocations in each of these areas are presented in tabular and narrative form. The strategy and its implementation under the budget follow a results-based approach that assesses relevant indicators of achievement. A table exhibits objectives for the biennium, expected accomplishments, indicators of achievement, and performance measures. The budget provides information on the projected allocation of special-purpose funds and income earned from special-purpose contributions, as well as the resources of the regular budget of the United Nations. A summary is provided of UNODC resource projections for 2008-2009 and revised expenditures for 2006-2007. The activities of various UNODC components funded in the budget are briefly described. This includes policymaking organs, executive direction and management, the program of work, and program support. Appendixes present relevant United Nations draft resolutions on the budget, organizational structure and post distribution for the biennium, budget methodology, and allocation of special-purpose voluntary contributions.
