ONE OF THE BIGGEST PROBLEMS IN DEFINING A POLICE SUCCESS RATE LIES IN DETERMINING AND QUANTIFYING WHAT IT IS THAT POLICE ARE SUPPOSED TO DO.
Abstract
ANY NON-GOAL RELATED EFFORT BY POLICE WOULD (OR SHOULD) RESULT IN A LOWER SUCCESS RATE. HOWEVER, THE PROBLEMS INVOLVED IN QUANTIFYING THE POLICE EFFORTS AT PREVENTION, DETECTION, AND ELUCIDATION OF CRIME ARE ENORMOUS, EVEN WHEN ONE DOES NOT TAKE THE INHERENT INACCURACIES OF CRIME STATISTICS INTO ACCOUNT.
