THIS 1979 ANNUAL REPORT OF THE CONNECTICUT JUSTICE COMMISSION (CJC) DISCUSSES CJC AS AN ADMINISTRATOR OF GRANTS TO STATE AND LOCAL CRIMINAL JUSTICE AGENCIES AND TOWNS AND LISTS GRANTS FOR 1979.
Abstract
EACH YEAR, THE CJC, APPOINTED BY THE GOVERNOR, APPORTIONS CONNECTICUT'S GRANT TO TOWNS, CITIES, AND AGENCIES. CJC PROVIDES FUNDS TO GET NEW, MAJOR CRIMINAL JUSTICE PROGRAMS OFF THE GROUND AND ORDINARILY CONTINUES FUNDS FOR 3 YEARS. CJC ALSO ADMINISTERS LEAA DIRECT DISCRETIONARY GRANTS. CJC HAS AWARDED A TOTAL OF $93 MILLION SINCE 1968. CJC AWARDED GRANTS TO THE STATE JUDICIARY DEPARTMENT IN 1979 TO CONTINUE SERVICES TO CRIME VICTIMS AND WITNESSES, IMPROVE THE DEPARTMENT'S PERSONNEL SYSTEM, SPONSOR TRAINING SEMINARS IN SCIENTIFIC EVIDENCE, PROSECUTE ECONOMIC CRIME, SUPPORT JUVENILE VOCATIONAL PROBATION, AND IMPROVE JURY CALLING. GRANTS WERE AWARDED TO ADULT PROBATION, PUBLIC DEFENDER'S COMMISSION, AND THE DEPARTMENTS OF CORRECTION AND CHILDREN AND YOUTH SERVICES. GRANTS RANGED FROM $18,000 TO OVER $300,000. IN ADDITION, OVER 70 TOWNS RECEIVED A TOTAL OF $2 MILLION FOR PROJECTS, MOSTLY FOR FAMILY AND JUVENILE COUNSELING AND SERVICES AND FOR PREVENTION OF CHILD ABUSE. DISCRETIONARY GRANTS WERE AWARDED TO STATE AND LOCAL AGENCIES MAINLY FOR CRIME CONTROL; RESEARCH GRANTS WERE GIVEN TO 2 CONNECTICUT UNIVERSITIES, AND OVER $300,000 WAS PROVIDED TO 11 COLLEGES AND UNIVERSITIES FOR LAW ENFORCEMENT EDUCATION.
