Serving as a model for similar efforts in other States, the Connecticut plan for arson reduction is described.
Abstract
The Governor's Arson Task Force has identified areas that require priority attention, including better training for arson investigation units, early and continuous involvement of the State's attorney to ensure effective prosecution, and local coordination of investigation and enforcement efforts. To address these problem areas, the plan has been broken into two phases: (1) a demonstration project to take place in six communities, and (2) expansion of the program to include the remainder of the State. The six communities involved in the plan were chosen because they form the core of Connecticut's urban corridor and report the most fires. They agreed to establish local arson task forces responsible for supervising the local arson investigative units and for developing and implementing a community arson prevention program. The overall project provides for improved detection of arson fires, adequate investigation and prosecution, increased training, development of an expanded information system, transfer of the New Haven arson warning and prevention system, implementation of local arson prevention programs, and continued policy development and project monitoring by the Governor's Arson Task Force. Projected costs for the project are included. An organizational chart and tables are provided, and appendixes present Connecticut statutes and regulations relating to arson, and descriptions of past arson efforts, the Governor's Arson Task Force, and the area to be served by the demonstration grant.
