A COMPREHENSIVE REVIEW OF THE FEDERAL EFFORT TO CONTROL NARCOTICS ABUSE IS PRESENTED IN RESPONSE TO A CONGRESSIONAL MANDATE TO CONDUCT A CONTINUING STUDY AND REVIEW THE PROBLEMS OF NARCOTICS ABUSE AND CONTROL.
Abstract
THIS GUIDE IS DESIGNED SPECIFICALLY AS A REFERENCE TOOL FOR USE BY THE SELECT COMMITTEE ON NARCOTICS ABUSE AND CONTROL AND THOSE STANDING COMMITTEES WITH JURISDICTION OVER DRUG ABUSE. EFFORTS UNDERTAKEN DURING THE SO CALLED 'WAR ON DRUGS' BETWEEN 1969 AND 1976 ARE OUTLINED, WITH ATTENTION TO LEGISLATIVE, ORGANIZATIONAL, AND BUDGETARY CONSIDERATIONS, AS WELL AS THE IMPACT OF THE FEDERAL EFFORT. THE HISTORY, PURPOSE, AND PROVISIONS OF DRUGSPECIFIC LEGISLATION ENACTED BY THE 91ST, 92ND, 93RD, AND 94TH CONGRESS ARE DISCUSSED, INCLUDING SUCH MEASURES AS THE COMPREHENSIVE DRUG ABUSE PREVENTION AND CONTROL ACT OF 1970, THE NARCOTIC ADDICT REHABILITATION ACT AMENDMENT OF 1972, THE OPIUM DISPOSAL ACT, AND THE COMPREHENSIVE ALCOHOL ABUSE AND ALCOHOLISM PREVENTION, TREATMENT, AND REHABILITATION ACT AMENDMENTS OF 1976. NONDRUG-SPECIFIC LEGISLATION IS ALSO DISCUSSED. DETAILS ON ABUSE PREVENTION AND CONTROL EFFORTS BY THE FOLLOWING AGENCIES OR DEPARTMENTS ARE ALSO PROVIDED: AGRICULTURE; HEALTH, EDUCATION, AND WELFARE; COMMERCE; DEFENSE; HOUSING AND URBAN DEVELOPMENT; INTERIOR; JUSTICE; LABOR; STATE; TRANSPORTATION; TREASURY; AND SUCH INDEPENDENT AGENCIES AS ACTION, THE CIVIL SERVICE COMMISSION, AND THE VETERANS ADMINISTRATION. GRAPHIC DATA ARE PROVIDED WITH REGARD TO A VARIETY OF BUDGETARY CONSIDERATIONS, INCLUDING THE TOTAL U.S. DRUG ABUSE OBLIGATIONS FOR THE FISCAL YEARS 1969 TO 1976, TOTAL DEMAND REDUCTION/SUPPLY REDUCTION OBLIGATIONS, DEMAND REDUCTION PROGRAM FUNDING, SUPPLY REDUCTION PROGRAM FUNDING, AND TREATMENT, REHABILITATION, AND LAW ENFORCEMENT OBLIGATIONS COMPARED WITH TOTAL DEMAND REDUCTION OBLIGATIONS.
