THIS REPORT RAISES QUESTIONS CONCERNING WHETHER LAW ENFORCEMENT ASSISTANCE ADMINISTRATION FUNDS SHOULD BE SPENT TO IMPROVE LOCAL JAILS THAT REMAIN INADEQUATE EVEN AFTER FEDERAL FUNDS ARE SPENT.
Abstract
ALTHOUGH LEAA FUNDS DEFINITELY IMPROVE THE CONDITIONS IN THE JAILS TO WHICH THEY ARE APPLIED, THE JAILS MAY STILL NOT MEET MINIMUM RECOMMENDED STANDARDS. THE GENERAL ACCOUNTING OFFICE URGES LEAA TO USE THE LEVERAGE IT WIELDS IN DISPENSING BLOCK GRANTS TO FORCE FAILS TO COMPLY WITH MINIMUM STANDARDS.
