THIS DESIGN CONCEPT FOR AN AUTOMATED INCOME AND WELFARE INFORMATION SYSTEM IS BASED ON THE NATIONAL RECIPIENT SYSTEMS, WITH EXPANDED CAPABILITIES INCLUDING A STATE AND LOCAL TELECOMMUNICATIONS NETWORK.
Abstract
HARDWARE, SOFTWARE, AND INTERFACE REQUIREMENTS ARE DETAILED, AS ARE PROVISIONS FOR PRIVACY OF INFORMATION AND INTEGRITY OF DATA. AUTOMATED WELFARE INFORMATION SYSTEMS ARE ESSENTIAL TO AVOID WELFARE FRAUD AND TO TRACK DOWN THOSE WHO ABUSE THE WELFARE SYSTEM. THE EXCHANGE OF INFORMATION AMONG STATE AND LOCAL JURISDICTIONS AND THE NATIONAL SYSTEM IS THE HEART OF THE PROGRAM. SUCH AN AUTOMATED SYSTEM CAN ALSO SIMPLIFY PAPERWORK AND MAKE IT EASIER FOR LOCAL AGENCIES TO SPOT MULTIPLE CHECKS GOING TO THE SAME ADDRESS AND OTHER INDICATORS OF ABUSE. MORE THAN 30 STATES ALREADY USE SOME SORT OF AUTOMATED PROCESSING FOR WELFARE CASES. THIS DESIGN CONCEPT DRAWS ON THEIR EXPERIENCE AND ADDS NEW INSIGHTS BASED ON THE LATEST STATE-OF-THE-ART HARDWARE. REQUIRED REPORTS TO BE PREPARED FOR THE SYSTEM, DATA COLLECTION INSTRUMENTS, AND THE MECHANICS OF SYSTEM OPERATION ARE ADDRESSED IN DETAIL. DESIGN PROBLEMS AND PROGRAM MANAGEMENT ARE ALSO DISCUSSED. GRAPHS AND TABLES PRESENTING LEGISLATIVE REQUIREMENTS FOR THE SYSTEM ARE INCLUDED.
