Abstract
COMPUTER SIMULATION ALLOWS FOR THE ANALYSIS OF A RESPONSE SYSTEM WHICH CAN BE USED TO EVALUATE VARIOUS ALTERNATIVE POLICIES WITHIN THE RESTRAINTS OF RESOURCES. IT MAY ALSO PREDICT PERFORMANCE IMPROVEMENTS RESULTING FROM CHANGES IN THE NATURE OR DEGREE OF THOSE RESOURCE INPUTS AND ALLOW FOR MORE RESPONSIVE PLANNING.
