The European Council on Crime Problems studied the current nature and incidence and likely future developments in computer-related crime, examined current policies to address it, and recommended law reforms for individual countries in Europe together with international legal cooperation to address this problem.
Abstract
The committee studied this issue from 1985 to 1989. Issues considered included procedural law problems with regard to the use of computerized data in criminal investigations, the international nature of certain computer-related crime, the importance of computer security and prevention measures, infringements of privacy, and the situation of the victim of computer-related crime. It developed a minimum list and an optional list of offense definitions, considered search and seizure law with respect to data-processing systems, and discussed the territoriality principle and the applicability of European penal law conventions to computer-related crime.
