DISCUSSION OF THE ISSUES SURROUNDING PERSONAL PRIVACY AS IT RELATES TO THE INDIVIDUAL VERSUS GOVERNMENT AND PRIVATE INFORMATION SYSTEMS.
Abstract
THE TECHNICAL AND LEGAL ASPECTS OF INDIVIDUAL PRIVACY AND COMPUTER DATA SECURITY ARE CONSIDERED, ALONG WITH PRIVACY QUESTIONS RAISED BY THE INCREASED USE OF SOCIAL SECURITY NUMBERS AS PERSONAL UNIQUE LIFETIME IDENTIFIERS. THE AUTHOR SUGGESTS IMPLEMENTATION OF A BROAD OMNIBUS BILL, APPLYING ONLY TO THE PUBLIC SECTOR, THAT WOULD STIPULATE DESIRED PRINCIPLES OF GOOD BEHAVIOR FOR INFORMATION SYSTEMS AND CREATE PENALTIES FOR INFRACTIONS. HE ALSO RECOMMENDS CREATING LEGISLATION THAT WOULD PROHIBIT THE USE OF THE SOCIAL SECURITY NUMBER AS A PERSONAL IDENTIFIER, EXCEPT AS PROVIDED BY LAW.
