Volume I of this two-volume document provides the legislative history of the Federal Comprehensive Crime Control Act of 1984, P.L. 98-473, 98 Stat. 1976, (CCCA), as well as detailed analyses of specific parts of the statute. This 1988 supplement also includes analyses of related criminal law legislation enacted after 1984 and before 1988.
Abstract
Elements of the CCCA reported and analyzed in detail in Volume I include pretrial release (bail reform); mental competency to undergo a Federal criminal trial; the definition and identification of crimes of violence, with emphasis on violent crimes in aid of racketeering; economic offenses; and controlled substance crimes, with special emphasis on the Anti-Drug Abuse Act of 1986 (P.L. 99-570). Additional criminal offenses and related penalties identified in the CCCA include labor racketeering, pornography (including child pornography), possession of contraband in prison, and trafficking in human organs. Further aspects of the CCCA discussed in detail include establishment of the United States Sentencing Commission, Federal sentencing guidelines, Federal policy regarding fines as sanctions in criminal cases, and probation.
