A BRIEF, EXPLORATORY REVIEW OF RELEASE COHORT FOLLOW-UPS IN SEVERAL CORRECTIONAL SYSTEMS.
Abstract
CALIFORNIA, NEW YORK, WASHINGTON, WISCONSIN, DISTRICT OF COLUMBIA AND THE NATIONAL BUREAU OF PRISONS ARE STUDIED. THE REPORT BRINGS TOGETHER FROM VARIOUS SOURCES DATA ON POST-RELEASE PERFORMANCE OF PAROLEES OR OTHER CATEGORIES OF PRISON RELEASES. THE IMMEDIATE PURPOSE OF THE STUDY IS TO PERMIT SOME PRELIMINARY, PARTIALLY STANDARDIZED COMPARISONS OF REPORTED RECIDIVISM RATES FROM THE SEVERAL SYSTEMS. SUCH DATA, ACCURATELY INTERPRETED, IDENTIFY AGENCIES THAT MAY BE MODELS FOR EMULATION. THEY ALSO PROVIDE A FRAMEWORK AGAINST WHICH THE CORRECTIONAL ADMINISTRATOR MAY ASSESS THE PERFORMANCE OF HIS INSTITUTION OR SYSTEM AND MAKE PROVISIONAL JUDGMENTS AS TO NEED FOR IMPROVEMENT. STATISTICAL DATA AND A BIBLIOGRAPHY ARE INCLUDED.
