THE HISTORICAL DEVELOPMENT, ORGANIZATION, FUNCTIONS, AND ROLES OF FOUR CRIME PREVENTION TRAINING PROGRAMS FOR POLICE PERSONNEL IN ENGLAND AND THE UNITED STATES ARE EXAMINED.
Abstract
THE PURPOSE OF THE STUDY IS TO IDENTIFY THE FACTORS THAT LED TO THE DEVELOPMENT OF CRIME PREVENTION TRAINING, THE PERSONS WHO PLAYED A ROLE IN THAT DEVELOPMENT, THE FUNDING SOURCES USED TO INITIATE AND SUSTAIN TRAINING PROGRAMS, THE ORGANIZATIONAL STRUCTURE OF THE PROGRAMS, AND THE INFLUENCE OF THE PROGRAMS ON CRIME PREVENTION. FOUR PROGRAMS ARE EXAMINED: THE BRITISH HOME OFFICE CRIME PREVENTION TRAINING CENTER, STAFFORD, ENGLAND; THE NATIONAL CRIME PREVENTION INSTITUTE, LOUISVILLE, KY.; THE MACOMB COUNTY (MICH.) COMMUNITY COLLEGE CRIME PREVENTION TRAINING PROGRAM; AND THE TEXAS CRIME PREVENTION INSTITUTE, SOUTHWEST TEXAS STATE UNIVERSITY, SAN MARCOS, TEX. A SURVEY OF LITERATURE ON CRIME PREVENTION TRAINING (HISTORY, CURRICULUM DEVELOPMENT, TECHNIQUES AND PROCEDURES, TYPES OF CRIME PREVENTION) IS FOLLOWED BY ANALYSES OF THE HISTORY, GROWTH, PHILOSOPHICAL BASIS, AND CURRICULUM OF EACH PROGRAM. THE ANALYSIS REVEALS THAT ALL CRIME PREVENTION TRAINING PROGRAMS ARE CLOSELY ALIGNED IN PHILOSOPHY AND PROGRAM CONTENT TO THE BRITISH HOME OFFICE PROGRAM. A SOURCE BOOK PREPARED FOR THE TEXAS INSTITUTE HAS HAD CONSIDERABLE IMPACT ON CRIME PREVENTION AND CRIME PREVENTION TRAINING. SEVERAL PROGRAMS HAVE USED THE SOURCE BOOK TECHNIQUE FOR DELIVERING CRIME PREVENTION INFORMATION. FACTORS LEADING TO THE DEVELOPMENT OF CRIME PREVENTION TRAINING INCLUDE FAILURE TO CONTROL OR REDUCE CRIME BY OTHER METHODS, CITIZENS' NEEDS FOR SELF-PROTECTION, SOCIETY'S DESIRE TO REDUCE CRIME (ESPECIALLY BURGLARY), AND FAILURE OF ATTEMPTS TO MODIFY FACTORS THOUGHT TO CAUSE CRIMINAL BEHAVIOR. SUPPORTING DOCUMENTATION--PRIMARILY MATERIALS FROM THE FOUR TRAINING PROGRAMS ANALYZED--IS PRESENTED IN 45 APPENDIXES. A 15-PAGE BIBLIOGRAPHY IS PROVIDED. (LKM)
