A COST ANALYSIS AND BUDGET/PROGRAM RECOMMENDATIONS ARE PRESENTED FOR WOMEN'S CORRECTIONAL FACILITIES IN UTAH.
Abstract
COSTS PRESENTLY INCURRED BY THE SALT LAKE CITY AND OGDEN WOMEN'S COMMUNITY CORRECTIONS CENTERS AND THE WOMEN'S CORRECTIONAL FACILITY AT THE STATE PRISON ARE DETERMINED. COST CHANGES IN THE AREAS OF INFLATION, PERSONNEL, AND FACILITIES IN THE FUTURE ARE ESTIMATED, AND VOLUME CHANGES THAT MIGHT BE OCCASIONED BY INCREASE TO CAPACITY, COMPLETE REDUCTION AT THE PRISON, AND REDUCTION TO ONE-QUARTER CAPACITY ARE PROJECTED. COST, PROGRAM, AND POLITICAL CONSEQUENCES ASSOCIATED WITH THE ALTERNATIVES OF CLOSING THE PRISON AND CLOSING THE COMMUNITY CORRECTION CENTERS ARE EXAMINED. IN GENERAL, THE TWO COMMUNITY CORRECTIONS CENTERS WERE MORE COST EFFECTIVE THAN THE PRISON FACILITY, ESPECIALLY IN ADDITIONAL COST PER RESIDENT DURING INCREASES IN VOLUME. THE COST DIFFERENCES BETWEEN THE TWO TYPES OF FACILITIES DO NOT ALONE JUSTIFY ELIMINATION OF THE PRISON, HOWEVER. SOME MODIFICATIONS OF THE PRISON CAN HELP MAKE SUCH A PROGRAM COMPLEMENT THE COMMUNITY CORRECTION CENTERS. THE COMMUNITY CORRECTIONS CENTERS ALSO PROVIDE MORE OPPORTUNITY FOR REHABILITATION AND GENERATE MORE PUBLIC AND PROFESSIONAL SUPPORT THAN DOES THE PRISON SYSTEM. IN VIEW OF THESE FINDINGS, THE STUDY RECOMMENDS THAT THE TWO COMMUNITY CORRECTION CENTERS BE INCREASED TO CAPACITY BY TRANSFERRING 10 TO 12 SUITABLE INMATES FROM THE STATE PRISON TO THE CENTER WHICH IS PRESENTLY 12 RESIDENTS BELOW CAPACITY. OVER THE LONG-TERM, MORE COMMUNITY CORRECTION CENTERS SHOULD BE ESTABLISHED THROUGHOUT THE STATE. ALSO, SOME ACTION SHOULD BE TAKEN AT THE PRISON IN ORDER TO ACCOMMODATE THE REMAINING PRISONERS ON A COST EFFECTIVE BASIS. FOOTNOTES AND TABULAR DATA ARE PROVIDED.
