Intended specifically for sentencers, this report summarizes the development of community service schemes since their implementation in England 10 years ago.
Abstract
It aims to show what is happening with these projects, details some of the most interesting project examples, and describes the response of offenders, the role of the community service organizers, and the utility of the work to the community as a whole. The discussion also points up some shortcomings of these projects -- notably resource problems that influence the overall availability of such programs; the attitude of the probation service, alleged on occasion to cause difficulties; and breaches of court orders by those sentenced to community service. Appendixes contain statistical information on offenders commencing community service orders by probation area and previous criminal record and a bibliography of 8 reports and several films.
