This kit is designed to train Ontario police agencies in the philosophy and operations of community policing.
Abstract
An introduction to community policing philosophy and principles notes the distinctive features of community policing including the broadening of police responsibility to include proactive efforts, community involvement in determining its own needs and strategies for meeting them, and decentralized police management. The nature of and methods of implementing community-policing strategies are also discussed. A section on working with the community defines the community, identifies problems police may have in establishing ties with the community, and suggests how to mobilize the community. A section on the profiling of the community describes steps in a demographic analysis, crime analysis, contact with community organizations and services, and community input. Another section discusses the role of police leaders in the initiation and management of change in moving toward community policing. A section on differential police response constitutes a manual for the development and implementation of an alternative response system for police service calls. Another section presents a manual for the development and implementation of problem-oriented policing, followed by a listing of community policing reference material.
