This manual explains the principles and procedures that police agencies and other community agencies should use in assessing their community's vulnerability to risk and developing emergency procedures.
Abstract
The basic principles of emergency planning involve the selection and maintenance of the objective; the specification of legal authority for action; the establishment of lines of authority; development of knowledge of community resources; and the use of cooperation, foresight, imagination, concentration, and economy. In conducting a community vulnerability analysis the population, industries, transportation, topography, and historical records of past experiences should all be considered. Attention to the time and space characteristics of major emergencies is also crucial. Diagrams, forms, sample procedures, checklists, and appended sample procedures and related materials
