Abstract
THE AUTHOR DISCUSSES THE DEFINING OF OFFENCES AND PENALTIES, POLICING, THE RESPONSIBILITY FOR ADJUDICATION AND DISPOSITION, AND THE TREATMENT OF CRIMINAL OFFENDERS FROM THE VIEWPOINTS OF BOTH THE COMMUNITY AND THE LOCAL LAYMAN. THE ARTICLE STATES THAT MOST PHASES OF CRIMINAL JUSTICE SYSTEMS SHOW EVIDENCE OF PROVISION FOR LOCAL PARTICIPATION, WITH THE SPECIALIZED PROFESSIONAL AND THE ACTIVE CITIZEN AS COMPLEMENTARY RATHER THAN MUTUALLY EXCLUSIVE ALTERNATIVES. A BRIEF LOOK AT THE PLACE OF PROGRAMS FOR THE CONTROL AND DETERRENCE OF CRIME IN REGIONAL COMMUNITY DEVELOPMENTAL PLANNING IS INCLUDED.
