FINAL REPORT ON A PROJECT TO EXPAND THE INTENSIVE PROBATION STARTED ON AN EXPERIMENTAL BASIS WITHIN THE CITY LIMITS OF PITTSBURGH TO THE ENTIRE COUNTY; THE GOAL IS TO INCREASE COMPLIANCE WITH CONDITIONS OF PROBATION.
Abstract
THE EVALUATION, WHICH INCLUDED EXTENSIVE INTERVIEWS AND DATA ANALYSIS, FOUND THAT THE PROJECT HAS SUCCEEDED IN ITS GENERAL GOAL OF EXTENDING PROBATION SERVICES INTO OFFICES OUTSIDE THE CITY LIMITS. ALTHOUGH THE PROJECT WAS PLANNED SO THAT THERE WOULD BE INTENSIVE PROBATION SUPERVISION, CASELOADS NOW AVERAGE ABOUT 70 HOME TREATMENT CASES FOR EACH PROBATION OFFICER. KEEPING FUNDING AT ITS PRESENT LEVEL WILL LEAVE HIGH CASELOADS, MAKING INTENSIVE PROBATION IMPOSSIBLE. OBJECTIVELY, HOWEVER, INTENSIVE PROBATION CANNOT BE DEFENDED WITH EXISTING RESEARCH RESULTS. THE DATA ON THE EFFECTS OF CASELOAD SIZE ON PROBATION OUTCOMES SHOW AMBIGUOUS RESULTS....MSP
