COMMUNITY PRE-RELEASE CENTERS DEVELOPED BY THE SOUTH CAROLINA DEPARTMENT OF CORRECTIONS ARE SEEN AS A WORKABLE PROGRAM OF GRADUATED RELEASE.
Abstract
THE AUTHOR STATES THAT THE TRANSACTION FROM A COMPLETELY CONTROLLED, REGIMENTED ENVIRONMENT OF A CORRECTIONAL INSTITUTION IS DIFFICULT FOR MOST OFFENDERS. COMMUNITY PRE-RELEASE CENTERS WOULD PROVIDE LONG-RANGE PROTECTION FOR SOCIETY BY ENSURING THAT AN OFFENDER RE-ESTABLISH HIMSELF IN THE COMMUNITY AS A PRODUCTIVE CITIZEN. THE COMMUNITY PRE-RELEASE CENTER WOULD PROVIDE MEANINGFUL TRAINING AND TREATMENT FOR THE OFFENDER. LAW ENFORCEMENT OFFICIALS WOULD KNOW WHEN THE OFFENDER ARRIVES IN THE COMMUNITY, AS WELL AS HIS RESIDENCE AND EMPLOYMENT STATUS. PRE-RELEASE CENTERS ARE ALSO CHEAPER THAN INSTITUTIONALIZATION. THE AUTHOR DISCUSSES THE IMPLEMENTATION OF SIX COMMUNITY PRE-RELEASE CENTERS IN SOUTH CAROLINA AND THE STEPS, SUCH AS SELECTION OF STAFF AND TRAINING, FOR ESTABLISHING A PROGRAM.
