THIS ARTICLE FOCUSES ON PROGRAMS DESIGNED TO FACILITATE THE TRANSITION OF ADULT FELONS, MALE AND FEMALE, FROM PRISON BACK INTO THE COMMUNITY PRIOR TO RELEASE OR PAROLE.
Abstract
SURVEY INFORMATION WAS GATHERED VIA A QUESTIONNAIRE AND TELEPHONE CALLS TO STATE CORRECTIONAL AGENCIES AND STATE PLANNING AGENCIES. ONSITE VISITS WERE ALSO MADE. SURVEY RESULTS ARE BASED ON RESPONSES FROM 46 OUT OF 51 STATE DEPARTMENTS OF CORRECTIONS. RESULTS TRACE THE RATE OF GROWTH AND DEVELOPMENT OF COMMUNITY-BASED PROGRAMS, IDENTIFY THE SOURCES OF FUNDING, DISCUSS THE NEED FOR LEGISLATION, REPORT ON THE VARIOUS TYPES OF PROGRAMS, IDENTIFY THE POPULATIONS SERVICED, AND REVIEW AND COMMENT ON PROBLEM AREAS. IT IS CONCLUDED THAT THE EVOLUTIONARY PROCESS IN THE DEVELOPMENT OF COMMUNITY TREATMENT PROGRAMS COULD BE AIDED IF STATES WOULD MAKE USE OF EXPERTISE AND OTHER RESOURCES PROVIDED BY LEAA, THE FEDERAL BUREAU OF PRISONS, THE INTERNATIONAL HALFWAY HOUSE ASSOCIATION, AND THE AMERICAN CORRECTIONAL ASSOCIATION. ALSO RECOMMENDED ARE THE POSSIBLE UTILIZATION OF PRIVATELY-OPERATED PROGRAMS ON A CONTRACT BASIS AND/OR LOCAL JAIL FACILITIES AS COMMUNITY RESIDENCE FACILITIES.
