AN EVALUATION OF THE PROBATION PROGRAM, PROGRAM IN MEN'S AND WOMEN'S RESIDENTIAL CORRECTIONS, PRETRIAL RELEASE AND PRETRIAL SERVICES PROJECTS, AND DEPARTMENTAL EFFECTIVENESS.
Abstract
IT WAS CONCLUDED THAT THE DEPARTMENT OF PROBATION HAD EFFECTIVELY UTILIZED EXISTING COMMUNITY RESOURCES AND ACHIEVED A SIGNIFICANT LEVEL OF SOCIAL AND CORRECTIONAL EFFECTIVENESS, ALTHOUGH THE MAINTENANCE OF COMMUNITY SAFETY WAS WEAK, WITH 31.5 PERCENT OF THE CLIENTS BEING CHARGED WITH NEW OFFENSES. THE MEN'S RESIDENTIAL CORRECTIONAL PROGRAM WAS DEEMED TO BE EFFECTIVE IN ACHIEVING ITS OBJECTIVES IN IMPROVING THE EDUCATIONAL AND EMPLOYMENT LEVELS OF CLIENTS WHILE MAINTAINING COMMUNITY SAFETY. THE WOMEN'S RESIDENTIAL CORRECTIONS PROGRAM WAS CONSIDERED EFFECTIVE IN ACHIEVING PROGRAM OBJECTIVES SIMILAR TO THE MEN'S BUT AT A SOMEWHAT PROHIBITIVE COST. ONLY 2.8 PERCENT OF THE PRETRIAL RELEASE GROUP WERE EVENTUALLY INCARCERATED. 13.8 PERCENT OF CLIENTS REJECTED BY PRETRIAL RELEASE PROJECT AND INVOLVED IN THE PRETRIAL SERVICES PROJECT EVENTUALLY WERE INCARCERATED. IT WAS CONCLUDED THAT THE DEPARTMENT WAS EFFECTIVE IN RESOURCE UTILIZATION, SYSTEM IMPACT, AND COST BENEFIT RESULTS.
