THE AMERICAN COMMUNITY MUST COMMAND ITS OWN SECURITY AND LAW ENFORCEMENT MORE THOROUGHLY, REJECTING IMPRACTICAL USE OF LIMITED RESOURCES AS WELL AS OVERPROTECTION OF OFFENDERS.
Abstract
THE AUTHOR ASSERTS THAT OUR CRIMINAL JUSTICE SYSTEM IS TOO WILLING TO TEST RECIDIVIST BEHAVIOR IN OPEN SOCIETY. LACKING REFORM FROM GOVERNMENTAL OR SOCIAL INSTITUTIONS, INDIVIDUALS AND GROUPS MUST TAKE THE INITIATIVE.
