This book presents papers on subjects discussed by the United States-Soviet Task Force to Prevent Terrorism, an effort by policymakers, security experts, intelligence officials, and journalists from both countries to combat international terrorism.
Abstract
An introductory paper identifies the benefits of United States-Soviet cooperation to counter terrorism and reviews the progress of the task force and recent efforts to include Western European countries in task force discussions. Another paper provides the historical context for the task force's work, as it discusses the American perspective on terrorism as well as Soviet perceptions of the terrorist threat. Prospects for cooperation between the two countries in combating terrorism and the likely effects of such cooperation on terrorism are also addressed. Another paper discusses American and Soviet perspectives on terrorism in the Middle East. Overall, the paper concludes that effective cooperation between Washington and Moscow requires that both countries foster an international climate in which countries that support terrorism will be treated as pariahs by other countries. Other papers address links between religious extremism and terrorism, terrorism by drug lords, emerging "techno-terrorism," and legal dimensions of U.S.-Soviet cooperation in efforts to combat terrorism. Another paper discusses the requirements, impediments, context, and implications of U.S.-Soviet cooperation against terrorism. Appended task force and working group recommendations
