This paper surveys major initiatives undertaken by the U.S. Department of State's Bureau of Diplomatic Security (BDS) to combat terrorism directed against U.S. interests abroad.
Abstract
Improvements made to the physical security of embassies are described, such as strengthening perimeters of offices and residences, launching an aggressive residential security program, and enlarging guard forces. Also considered are research and development efforts that study effects of explosives on structures and detection devices. The responsibilities of the Regional Security Officer, the chief of security at all diplomatic facilities abroad are detailed. When crises or threatening situations arise, BDS sends a security support team to assess the threat and suggest counter-terrorist tactics. After describing how a team operates and BDS's reward program, the article shifts to the State Department's efforts to help private industry personnel overseas with their security needs. An overview of the Overseas Security Advisory Council, established in 1985, focuses on its electronic bulletin board service. The article concludes with an overview of the Anti-Terrorism Assistance Program which helps other nations cope with terrorist threats and educational programs to raise employees' security awareness.
