SENATE BILL 55, ADOPTED BY THE 1974 COLORADO GENERAL ASSEMBLY, ENCOURAGES THE ESTABLISHMENT OF COMMUNITY CORRECTIONAL FACILITIES AND PROGRAMS AS ALTERNATIVES TO CUSTODY ORIENTED INSTITUTIONALIZATION OF OFFENDERS.
Abstract
THE INTENT OF THE BILL WAS TO INTENSIFY THE COMMUNITY APPROACH TO OFFENDER REHABILITATION THROUGH OFFENDER PLACEMENT AND TREATMENT IN THE COMMUNITY AND THROUGH THE MAXIMUM UTILIZATION OF COMMUNITY PROGRAMS AND RESOURCES. THIS REPORT EXPLORES, IN PART, THE APPLICABILITY OF THE CONCEPTS EXEMPLIFIED IN SENATE BILL 55 TO EXISTING CORRECTIONS PROGRAMS IN WESTERN COLORADO. EMPHASIS IS PLACED ON DESCRIPTION OF PRESENT PROGRAMS, PROBLEMS ENCOUNTERED BY CORRECTIONAL PROFESSIONALS, THE APPLICABILITY OF ALTERNATIVE APPROACHES TO LOCAL CORRECTIONS PROGRAMS, AND THE CAPACITY OF THESE WESTERN COLORADO COMMUNITIES TO PROVIDE REHABILITATIVE SERVICES. THIS REPORT IS LIMITED IN ORIENTATION TO ADULT OFFENDERS INCARCERATED IN COUNTY JAILS IN THE THREE PLANNING REGIONS WHICH ENCOMPASS A MAJORITY OF THE AREA OF THE WESTERN SLOPE OF COLORADO.
