THIS PAPER SETS FORTH SEVERAL IDEAS ON CAUSES OF AND PREVENTIVE MEASURES FOR INSTITUTIONAL DISTURBANCES BASED ON 100 INCIDENTS REPORTED BY INSTITUTIONS IN 19 STATES AND THE DISTRICT OF COLUMBIA.
Abstract
ALL INCIDENTS WERE REPORTED AS OCCURRING BETWEEN JANUARY 1, 1969 AND JANUARY 1, 1971. SURVEY RESPONSES REVEALED THAT DISTURBANCES WERE MORE LIKELY TO OCCUR IN THE LAST SIX MONTHS OF THE YEAR, THAT THEIR MAIN OBJECTIVES WERE TO EFFECT A CHANGE IN THE CORRECTIONAL SYSTEM OR TO FORCE ACTIONS ON SPECIFIC GRIEVANCES, AND THAT THE NUMBER OF INMATES PARTICIPATING WAS USUALLY LESS THAN 100. IN MOST CASES, FORCE WAS REQUIRED TO QUELL THE DISTURBANCE, BUT 81% OF THE INSTITUTIONS REPORTED THEY HAD A DEFINITE RIOT PLAN. FURTHER RESEARCH IN THIS AREA IS SUGGESTED DUE TO THE SMALL STUDY SAMPLE AND THE UNEXPLAINED NATURE OF CAUSAL AND PREVENTIVE FACTORS REVEALED.
