Abstract
THE ROLE OF THE CIVIL SERVICE COMMISSION SHOULD BE LIMITED TO POSITION CLASSIFICATION, RECRUITMENT, PROMOTION, AND TERMINATION. IF THE COMMISSION REFUSES TO HANDLE EMPLOYER-EMPLOYEE BARGAINING, IT IS BETTER ABLE TO MAINTAIN HIGH STANDARDS OF RECRUITMENT AND TRAINING. (AUTHOR MODIFIED)
