PREVENTION TECHNIQUES FOR BARGAINING IMPASSE AND GRIEVANCE DISPUTES, RESOLUTION TECHNIQUES, AND BASIC ELEMENTS OF A STRIKE CONTINGENCY PLAN ARE DISCUSSED IN THIS INSTRUCTOR'S MANUAL FOR A MANAGEMENT COURSE.
Abstract
THE DIFFERENCES BETWEEN BARGAINING IMPASSES, GRIEVANCES, AND UNFAIR LABOR PRACTICES ARE COVERED, AND A FEW OF THE CAUSES DISCUSSED. PREVENTION OF DISPUTES, RESOLUTION OF DISPUTES WITHIN THE CORRECTIONS AGENCY, AND RESOLUTION OF DISPUTES THROUGH AN OUTSIDE PARTY ARE PRESENTED IN DETAIL. OTHER TOPICS INCLUDED ARE THE ROLE OF FORMAL AND INFORMAL GRIEVANCE PROCEDURES, ROLES AND OBLIGATIONS OF MANAGEMENT AND LABOR DURING DISPUTES, AND TYPES OF ARBITRATION AVAILABLE. EVEN IF STRIKES ARE ILLEGAL IN THE PUBLIC SECTOR, THEY DO OCCUR. STRIKE PREVENTION AND STRIKE CONTINGENCY PLANS SHOULD BE DEVELOPED AND, IN ADDITION, POLICY DETERMINED FOR SUCH JOB ACTIONS AS DEMONSTRATIONS, 'SICK-OUT,' SLOWDOWNS, AND WORK-TO-RULE ACTIONS.
