DEVELOPMENT OF A PLAN TO ENSURE CONFIDENTIALITY OF CRIMINAL DATA USED TO EVALUATE THE EFFECTIVENESS OF THE CLEVELAND IMPACT CITIES PROGRAM, BASED ON STATE AND FEDERAL DATA SECURITY STATUTES AND GUIDELINES.
Abstract
THE DOCUMENT IS DIVIDED INTO THREE SECTIONS. THE FIRST SECTION PROVIDES AN OVERVIEW OF THE IMPACT PROGRAM AND ITS EVALUATION COMPONENT. THE SECOND PRESENTS STATUTORY MATERIALS AND FEDERAL GUIDELINES AND STANDARDS APPLICABLE TO THE SECURITY AND PRIVACY OF THE PROGRAM'S EVALUATION SYSTEM. AN OUTLINE OF THE PLAN TO ENSURE THE SECURITY AND PRIVACY OF THE EVALUATION SYSTEM IS PRESENTED IN THE THIRD SECTION. THE PLAN CONTAINS PHYSICAL AND SOFTWARE SECURITY CONSIDERATIONS SUCH AS LIMITING THE SCOPE OF THE FILES, CONTROLLING ACCESS AND DISSEMINATION, AND PROVIDING FOR SECURE SUBSYSTEM EVALUATION AND REPORTING. TECHNICAL MEMORANDA AND A DATA COLLECTION INSTRUMENT FORM ARE APPENDED.
