FINAL EVALUATION OF ONE OF THE COMPONENTS OF A CLEVELAND IMPACT CITIES PROGRAM PROJECT TO REDUCE TIME BETWEEN ARREST AND DISPOSITION OF OFFENDERS BY REDUCING PRETRIAL DELAY THROUGH AN INCREASE IN INDIGENT DEFENSE SERVICES.
Abstract
THE SPECIFIC OBJECTIVE OF THE PROJECT WAS TO PROVIDE REPRESENTATION FOR 1,302 INDIGENT IMPACT DEFENDANTS BY HIRING EIGHT ATTORNEYS AND SUPPORT PERSONNEL TO SCREEN CASES AND REPRESENT DEFENDANTS IN CLEVELAND MUNICIPAL COURT AND COMMON PLEAS COURT. DATA FOR EVALUATION WERE DERIVED FROM THE PROGRAM'S STATISTICAL DATA FLOW SHEETS AND TABULATIONS OF CASELOAD PRESENTED IN THE QUARTERLY AND FINAL REPORTS. DATA INDICATE THAT ALL PROJECT GOALS AND OBJECTIVES WERE EXCEEDED. BECAUSE OF THE SUCCESS OF THE PROJECT, LOCAL FUNDING IS CONTINUING THE PROGRAM AFTER IMPACT FUNDING HAS STOPPED. AN APPENDIX CONTAINS A MONTHLY PERFORMANCE STATUS REPORT FORM.
