ANALYSIS OF THE PERFORMANCE OF CANDIDATES ON A CIVIL SERVICE EXAMINATION FOR THE MIAMI, FLORIDA, POLICE DEPARTMENT SHOWS THAT A TRICULTURAL PROGRAM RECRUITED AND TRAINED MANY OF THE MINORITY PERSONS WHO PASSED.
Abstract
THE TRICULTURAL PROGRAM, ALSO KNOWN AS THE LAW ENFORCEMENT COMMUNITY OUTREACH AND CAREER PROGRAM (LECOCP), WAS FUNDED BY LEAA. ITS PURPOSE IS TO INCREASE THE REPRESENTATION OF BLACKS, LATINS, AND WOMEN IN THE CITY OF MIAMI POLICE DEPARTMENT. OF THE 279 PERSONS WHO TOOK THE EXAMINATION (222 MALES AND 57 FEMALES), 50 BLACK MALES, AND 25 BLACK FEMALES, AND 70 LATIN MALES, AND 7 LATIN FEMALES CAME THROUGH THE LECOCP PROGRAM. THE ANALYSIS SHOWED THAT 77.2 PERCENT OF ALL CANDIDATES WHO PASSED WERE MINORITY CANDIDATES AND 52.7 PERCENT WERE MINORITY LECOCP CANDIDATES. ALTHOUGH ONLY 66.3 PERCENT OF BLACK CANDIDATES CAME THROUGH LECOCP, 75 PERCENT WHO PASSED WERE RECRUITED AND/OR TRAINED BY LECOCP. FOR LATINS, 75 PERCENT WHO PASSED WERE LECOCP CANDIDATES, 72.6 PERCENT OF THOSE WHO COMPETED WERE FROM LECOCP. WHILE 45.6 PERCENT OF ALL FEMALES CANDIDATES PASSED, 53.8 PERCENT OF THE FEMALES CANDIDATES WHO PASSED WERE LECOCP CANDIDATES. THE ANALYSIS ALSO SHOWED THAT LECOCP WAS MOST SUCCESSFUL IN RECRUITING BLACK FEMALES, LATIN MALES, AND BLACK MALES. A SERIES OF 48 TABLES GIVE A STATISTICAL ANALYSIS. A SUMMARY OF THE RESULTS IS INCLUDED.
