IDENTIFICATION OF SOME OF THE RECURRENT SHORTCOMINGS WHICH APPEAR TO BE COMMON IN THE CITIZEN COMPLAINT PROCESS AS IT IS CURRENTLY FOUND IN MANY COMMUNITIES TODAY.
Abstract
POSSIBLE ALTERNATIVES TO THESE SHORTCOMINGS ARE PROVIDED. THE AUTHOR PRESENTS SOME OF THE SIGNIFICANT POINTS CONTAINED IN THE JACKSON, MICHIGAN, POLICE DEPARTMENT GENERAL ORDER ENTITLED COMPLAINT PROCESS. BASICALLY THE ORDER OUTLINES THE PROCEDURE TO BE FOLLOWED FOR EACH OF THE THREE STAGES IN THE CITIZEN COMPLAINT PROCESS. THE THREE STAGES DISCUSSED ARE COMPLAINT RECEPTION, INVESTIGATION, AND DISPOSITION.
