THIS REPORT SUMMARIZES THE MAJOR ACTIVITIES WHICH HAVE BEEN COMPLETED IN THE DEVELOPMENT OF THE CITIZEN ALARM SYSTEM WHICH WOULD PROVIDE A MEANS OF REQUESTING AID AT THE ONSET OF A CRIMINAL ATTACK.
Abstract
A TWO-STEP PROGRAM WAS IMPLEMENTED AND A SYSTEM CAPABLE OF FUNCTIONING IN THE IN-BUILDING ENVIRONMENT WAS FIRST DEVELOPED. THE INITIAL SYSTEM CONSISTED OF FOUR BASIC COMPONENTS - AN ACTUATOR FOR INITIATING THE CALL FOR HELP, A PRIMARY RECEIVER RELAY FOR DETECTING THE PRESENCE OF THE ALARM SIGNAL, A SECONDARY RECEIVER RELAY, AND THE CENTRAL STATION TO PRESENT THE ALARM DATA IN USEFUL FORM TO THE RESPONSE AGENT. FOR THE SECOND STEP OF THE DEVELOPMENT, A SYSTEM CAPABLE OF FUNCTIONING IN BOTH THE IN-BUILDING AND OUT-OF-DOORS ENVIRONMENTS WAS REQUIRED. PERFORMANCE REQUIREMENTS FOR THIS SYSTEM WERE DEFINED, TOGETHER WITH SOME IMPROVEMENTS IN THE INITIAL SYSTEM, PARTICULARLY IN THE AREAS OF ACTUATOR SIZE, TRANSMITTER RANGE AND FREQUENCY STABILITY, AND SYSTEM RELIABILITY. WITH THIS DEVELOPMENT NOW COMPLETE, A FORMAL FIELD TEST PROGRAM IS BEING IMPLEMENTED UNDER TASK 7920 TO EVALUATE THE EFFECTIVENESS OF THE CONCEPT. APPENDIXES PRESENTS A LISTING OF THE REPORTS AND HARDWARE PREPARED DURING THE COURSE OF THE DEVELOPMENT AND PROVIDES THE DETAILS OF ADDITIONAL WORK DONE IN SUPPORT OF THE PROGRAM WHICH HAD NOT BEEN PREVIOUSLY REPORTED EXCEPT IN SUMMARY FORM. FOR A COST BENEFIT ANALYSIS OF THIS SYSTEM, SEE NCJ-36238. (AUTHOR ABSTRACT)
