In an effort to better understand the status, interests, and needs of jails and correctional industries, the American Correctional Association Correctional Industries Information Clearinghouse (CI-Net) conducted a survey of 3,316 jails and detention facilities in the U.S.
Abstract
The first section of this report presents general survey data including information on jurisdictions currently operating jail industries and a summary of specific information on those industries. The second section outlines the reasons given by some jurisdictions for not operating jail industries and includes a listing of those jurisdictions. The third section consists of a mailing list of jurisdictions considering starting up jail industries and general data on those jurisdictions. Finally, the report provides a mailing list of jurisdictions operating jail industries, general data on those jurisdictions, and specific data on jail industries currently in operation. The survey data found that 25 facilities now operate over 65 different industry program shops in 20 jurisdictions. While some industries resemble small business shops, others are organized as larger corporations, offering several product lines and plant sites. These industries employed more than 3,200 inmates. Another 67 survey respondents indicated they were considering starting up jail industries in a total of 78 facilities.
