IN THIS REPORT THE NEW YORK TEMPORARY COMMISSION ON CHILD WELFARE EXAMINES, EVALUATES, AND MAKES RECOMMENDATIONS CONCERNING THE SCOPE, QUALITY, AND EFFECTIVENESS OF CHILD WELFARE LAWS, PRACTICES, AND SERVICES.
Abstract
A DESCRIPTION OF THE COMMITTEE AND A BRIEF HISTORY OF CHILD WELFARE IN NEW YORK ARE FIRST PROVIDED. THE COMMITTEE THEN EXAMINES SUCH SPECIFIC AREAS AS PREVENTIVE SERVICES, THE EFFECT OF THE 1973 SOCIAL SERVICES LAW, THE EFFECTIVENESS OF THE PROVISIONS FOR JUDICIAL REVIEW OF FOSTER CARE STATUS, THE TERMINATION OF PARENTAL RIGHTS, THE IMPACT OF NEW YORK STATE'S SUBSIDIZED ADOPTION LAW, AND THE EFFECT OF THE STATEWIDE ADOPTION EXCHANGE. FOR EACH OF THESE AREAS, RECOMMENDED REFORMS IN THE APPROPRIATE STATUTES ARE SUGGESTED. THE CURRENT STATUS OF METHODS OF DEALING WITH PERSONS IN NEED OF SUPERVISION AND JUVENILE DELINQUENTS ARE REVIEWED; NUMEROUS PROBLEMS ARE NOTED WITH THESE METHODS AND SEVERAL PROCEDURAL CHANGES ARE RECOMMENDED.
