THIS REPORT, COVERING THE NATION AS A WHOLE, PRESENTS FINDINGS OF THE 1975 JUVENILE DETENTION AND CORRECTIONAL FACILITY CENSUS, AS WELL AS SELECTED DATA FROM PREVIOUS ENUMERATIONS IN THE SERIES.
Abstract
THE 1975 CENSUS REVEALED THAT 2,151 JUVENILE DETENTION AND CORRECTIONAL FACILITIES WERE IN EXISTENCE THROUGHOUT THE NATION AS OF JUNE 30 OF THAT YEAR, HOUSING A TOTAL OF 76,576 INDIVIDUALS. EACH OF THE FIGURES REPRESENTED MODEST REDUCTIONS--AMOUNTING TO 15 FEWER FACILITIES AND A 3 PERCENT DECREASE IN RESIDENTS--OVER CORRESPONDING TOTALS A YEAR EARLIER. BOTH REDUCTIONS CENTERED ON PRIVATELY OPERATED ENTITIES, AS THERE WAS A 6 PERCENT INCREASE IN THE NUMBER OF FACILITIES ADMINISTERED BY AGENCIES OF STATE OR LOCAL GOVERNMENTS AND A 4 PERCENT RISE IN THE RESIDENTS THEY HOUSED. THE 1975 INCREASE IN THE NUMBER OF PUBLIC-SECTOR RESIDENTS WAS WIDESPREAD, REVERSING A DOWNWARD TREND THAT WAS EVIDENT BETWEEN 1971 AND 1974. IT INVOLVED THE POPULATION OF ADJUDICATED DELINQUENTS HELD IN LARGE-CAPACITY SECURE INSTITUTIONS (MAINLY TRAINING SCHOOLS), AS WELL AS JUVENILES HELD IN LESS SECURE FACILITIES (CHIEFLY GROUP HOMES), ALTHOUGH THE RATE OF INCREASE FOR THE LATTER WAS SLOWER THAN THAT PREVAILING DURING 1971-1974. THE STUDY SUCCEEDS AN ADVANCE REPORT PUBLISHED IN OCTOBER, 1977. IT INCLUDES 65 NATIONAL DATA TABLES AND 70 STATE LEVEL TABLES, AS WELL AS A METHODOLOGY AND GLOSSARY. THE DISCUSSION AND DATA TABLES ADDRESS THE FOLLOWING MAJOR TOPICAL AREAS: FACILITIES, ADMISSIONS AND DEPARTURES, CHARACTERISTICS OF RESIDENTS, STAFFING PATTERNS, AND CAPITAL AND OPERATING EXPENDITURES.
