To facilitate understanding of the problems of child abuse and neglect, this publication defines the terms and reports on both prevention and intervention efforts.
Abstract
Topics addressed in this report include the extent of the problem, identification of child abuse and neglect and the factors contributing to its occurrence, the responsibility to report child abuse and neglect, the development of guiding principles for prevention and treatment, and ways the Federal government can support State and local child protection efforts. A national incidence study conducted in 1986 estimated that nearly one million children nationwide experienced demonstrable harm as a result of maltreatment. In 1991, the National Center on Child Abuse and Neglect, initially created in 1974 and reauthorized in 1988, provided 94 grants to State and local agencies to improve the delivery of services to children whose parents abuse alcohol or drugs. This document includes a bibliography and identifies reporting procedures for State Child Protective Services, national organizations concerned with child maltreatment, and national child welfare resource and research centers. 20 references
