Seven police chiefs comment on the current issues and problems they face and how they are addressing them.
Abstract
Chief Ronnie Stone of Charlotte, NC. reports that the city's homicide and robbery rates are too high, that community policing is expanding, and that the area's recession has affected the budget. Chief Larry Whalen of Cincinnati, Ohio reports sharp increases in violent crimes, the use of community policing, the need for more jail space, and the growing problem of crack cocaine use. Chief Drew Diamond of Tulsa, Okla. reports that the department's efforts to address juvenile automobile thefts have been successful and that the same problemsolving approach is now being used with armed robberies. Chief Kevin Scully reports that Burlington, Vt. experiences extensive larceny due to its university student population and that the police department practices community-based policing. Chief Oran Peck reports that calls for service have increased, but budget constraints have prevented increased police service in Billings, Mont. Chief Ed Johnson of Salt Lake City, Utah reports that crime has declined somewhat this year, but drug law offenses, homicides, and gangs are all significant problems. Chief Phil Keith reports that the police department of Knoxville, Tenn. is undergoing an organizational change toward community policing and strategic management. Photographs
