THE OFFICE OF PROFESSIONAL STANDARDS, THE CHICAGO POLICE DEPARTMENT'S AGENCY FOR INVESTIGATING COMPLAINTS OF EXCESSIVE USE OF FORCE BY POLICE HAS BEEN UNSATISFACTORY IN ITS PERFORMANCE, ACCORDING TO THE AUTHORS.
Abstract
THE FIRST MAJOR FINDING CONCLUDES THAT NO EVIDENCE HAS BEEN PUBLICLY ADVANCED WITH WHICH TO BEGIN AN ACCURATE EVALUATION OF THE OPS' (OFFICE OF PROFESSIONAL STANDARDS) EFFECTIVENESS. THE SECOND MAJOR FINDING INDICATES THAT THE OPS HAS NOT ACHIEVED THE LEVEL OF OBJECTIVITY INTENDED BY THE COMMUNITY'S LEGITIMATE EXPECTATIONS FROM AN INDEPENDENT POLICE DISCIPLINARY SYSTEM COMPOUNDED BY CLEAR EVIDENCE OF CONFLICTS OF INTEREST BETWEEN CITIZENS, OPS' INVESTIGATORS, AND CHICAGO OFFICIALS. THE REPORT RECOMMENDS THAT AN ALTERNATIVE COMPLAINT INVESTIGATIVE UNIT BE PROPOSED.
